With American financing rather than resistance, Iran has thrown a military bridge from Afghanistan to the Mediterranean, a feat the U.S. could not equal at the height of its powers when it unsuccessfully tried to construct the Central Treaty Organization in the 1950s.
Congress did so explicitly in the case of Angola in 1975; the Carter Administration did much the same with Ethiopia; poor Afghanistan was effectively conceded to eventual Soviet domination as far back as the '50s, when Secretary of State John Foster Dulles left it sandwiched between the U.S.S.R. and the now defunct Central Treaty Organization.
With this encouragement, the pact members moved their headquarters from Baghdad to Ankara, and rustled up a new name: the Central Treaty Organization.
